Government Contracts

While I was in the Agile Weekend Conference here in Brasil, there was a discussion in how to measure the quality of a software, to build contracts to be used in public tender of brasilian government. We discussed a lot of points, one of them is that the brazilian process is too old, but even discussing for longer than one hour we don’t get in any accurate process neither in any way to include software process as a diferential in contracts.
The brazilian government HAVE to use any acurate metric, because if it was subjective it can be corrupted (we know that acurate ones can be also).
So I’m writing this post to ask you some help in this subject hence in your country probably have a very more interesting way of contract companys for government software development. Just to give you some background, currently in Brasil we make contracts based in usecase-points and function points, what is a very old metric, since they don’t avaliate any process used neither the quality of software generated.
